CONTEXT FROM NPCS CAN SAVE THE WORLD TOO: a vampire must make direct eye contact without obstruction for thralls to work. Other vampires can also be put under a thrall. As a result, there is a courtesy of wearing masks to prevent such from happening (not that it can really stop someone strong enough). Lucian's found a way to do the same by distracting Raff. You'll see how later.
