Eliot Summers (aka. Anarchist / Robin Hood) lived in Holiday City in Maryland which his family was dead from genocide in 'Holiday's Church'. And then he knew later that 'Matthew Ross', a bussinessman who command gangstar kill all the people in that church, and he do it because he wants to create a situation for winning election. That's why Eliot kills 'ONLY' the bad influential person with his friend who just like his ears and eyes 'Sam'.
