Basically: Windmill in S&F is a counterpart from after the events of Injured. He came from that realm after failing to get Soup back. So he just realm hopped into a realm that had no Windmill's. As evidenced by no relatives of Windmill in this realm. In episode 3 season 2. Windmill is having ptsd over the word “cliff”
