By day, Dr. Melissa Lowe is a humble consultant on a board of engineers. Her night job includes storing and distributing illegal weapons, a business she runs with like-minded colleagues. However, something is amiss. One of the warehouses she runs is repeatedly broken into, but nothing is stolen. Lowe doesn’t know that over the last few weeks, she is watched—and on a list of potential victims for a mysterious serial murderer the public calls “Phoenix.”
