I love that the overall philosophy behind derby rules of contact is about safety; but once in a while the results can seem counterintuitive. Remedial Roller Derby: if Skater A hits fallen Skater B, Skater B is usually given a Low Block penalty, because it's all skaters responsibility to fall small / get out of the way of other skaters.
