Welcome To Bell Haven! A technologically advanced city floating high among the clouds; bustling with humans, and mutants alike. When a new law gets passed restricting the use of mutant abilities in public spaces things start to get intense. Especially for young teen Rudolf born with an ability he struggles to control.
